First impression, although your site is neatly organized, the composition seems out of balance. It seems like you were trying to step out of the norm here with the positioning of elements on your page, but in this case, I don't think it seems to work very well. I would rather see your header image stretched out all the way across the top with less horizontal space and your sidebar starting at the same point as your content.
What's that little white thing that juts out of the top right of your blog area? If it's a design element you snuck in there, I don't think it doesn't add any aesthetic appeal to your blog because I can't even tell what it is.
I like the colors a lot though; your background color in contrast to the white and also the colors you used in your header image (which is very unique in itself).
Your menu needs to stand out more. I didn't notice it until my third glance through your page. Perhaps increase the font size, play around with font weights or even change the font itself? it's not as exciting and doesn't stand out as it should.
As for your sidebar, the image at the top where it says "fun fun" is cute. I would style your header titles differently though because the orange background with the 1pt stroke seems a little bland and contributes to your whole site as being very "boxy." A suggestion is to increase the font size and just have it float without encasing it into another element.
I think it's cute how you added little emoticons before your titles... that's something I haven't seen before!
I like your RSS subscription and how it's displayed hanging off the sidebar. I also like how you have the "NOTICE! NOTICE!" over your footer where your copyright info it. Those little extra attention to details really adds something to your site.
Overall, this is a very cute website and a good start for a 13 year old! I can see you designing some very sweet websites in the future. =)
