First Impression
I'm not very impressed at first view. You have tiny text, use an i-frame and so many colours in the text that can't be useful emphasis.
I like the colourfulness of your site, but your sitename in the headerimage looks a bit pixelly, and the navigation on the header image is not visible enough. I'm glad there's navigation in the sidebar so even if people don't see the navigation on the header, they can get around your site. I'd still recommend making the text of the navigation on the header stand out more though. Your site looks okay, but with all those colours you're using I knew with just one look that this is bound to be one of those sites that do useless emphasis. It also seems you're using an i-frame, which is bad. Upon checking your code, you've actually made a div look like an iframe. I don't like it anyway, having these two scrollbars is annoying and I think your site could look better if you used the div as a proper div instead of an iframe.

Style/Design
Your header image doesn't look too bad, but I think putting your sitename in a different font and/or changing the anti-aliasing will make it look better. Your sitename is currently looking a bit weird. It seems you're using a grungy font for it, and a white outline doesn't go well with grungy fonts. The white outline is good to make the text stand out though, and the colours you're using for the sitename fit in well with the rest of the header.
I'd recommend making the navigation on the header white too, to make it stand out more, it's easily missed because it's barely visible.
While it seems your site was made for a 1024x768 resolution (as your background image has a width of 1024), it doesn't look bad in higher resolutions. It does have a vertical scrollbar in 1024x768 though, which doesn't look good. Please get rid of whatever is causing the vertical scrollbar.
You're also using useless emphasis. Emphasis (such as italicizing, bolding, underlining, etc.) is meant to do just that, emphasize something. It seems you're using it to colour random words. Also, your underlined text changes colour when hovering over it, which makes me think it's a link when it actually isn't at all... So while the emphasis you're using is useless, it's also confusing and I strongly recommend getting rid of it.
Your text-size is a bit small.

Coding/Scripts etc
Your coding is messy. It starts with a topsites link, goes on to the title, without even using <html> and <head> . Obviously, your coding doesn't validate. If you want to make your site cross-browser compatible, that's the first thing I'd recommend doing, use valid coding.

I recommend putting your css in an external stylesheet, and saw you're using colored scrollbars in your css. These aren't cross-browser compatible, and actually only show in Internet Explorer. I also don't understand why you use several style tags for your css while you could easily merge it all together to make your coding a bit more readable, and easier to edit for yourself.
You're made a div look like an i-frame. Having two scrollbars (one for the layout and one on the div i-frame) doesn't look good. I think your site could look much better if you use the div as a div instead of making it look like an i-frame.

It's good you're using FanUpdate as it's one of the safer scripts :)

I like your writing style and the emoticons you're using. The emoticons are bigger than the text, causing space between some lines of text. Since your text is a bit small, I'd recommend making the text slightly bigger, as it will both make the text better readable, and look better because it'll remove the spaces between lines caused by the emoticons. There are a few spelling mistakes, so you might want to check your spelling when you post.

WWW
There are two pages listed, Buttons and Credits. Both are fairly small so I think it'd be better to combine them into one page, just the WWW page. You only have three 88x31px buttons, perhaps you can add a few more in different sizes?
On the credits page, it's clear what you got from the sites you're linking to and that's great!

Contact
Well... what's there to say about a simple contact form? I like you have offered visitors a way of contacting you. The message box is a bit small, perhaps you could make that a little bit bigger so people can go over their messages easier before sending it off.

Content
Someone already said it, but this would be better called something like Goodies or Visitor. Use and Learn is clear, but perhaps it's better to combine them into one page, with headers above the seperate parts instead of having to click through pages.
The backgrounds are nice, as are the dividers, although 15px is quite high for a divider.
I'm not a fan of your icons. The fonts you're using on them don't fit very well. Perhaps you could try to find some tutorials or articles about text on icons?
I absolutely adore the emoticons, they're really cute!
The pixel text is not something I'd find useful, but it looks okay.
The pixels look nice and you have a good amount of them.
On the buttons page, the download button that's white with blue/greenish text is not very readable.I know it says download because of the buttons that are next to it, but perhaps try to add a little more contrast between the background/outline colour and the text? Otherwise these are nice, but few. Perhaps add some more?
The counter skins look nice :)
Blinkies is different styled from the rest of the links on this page, but it's underlined and changes colour when hovering, which makes it look like another link, although it is not. I'm not quite sure why you use different styling for this than for the other headers (Pixel, Animation, Resources, etc). Your blinkies have words flashing instead of the usual letter flashing one by one. I personally would prefer them flashing a bit slower, or having the letters flash one at a time, but this is just personal preference and yours look okay too :)
On the Brushes, it could be helpful to add for which program they are. Upon downloading one of the zips I see these are actually the images instead of brushes ready to install, perhaps you could add the brushes as a file ready to install (such as an .abr file for Photoshop, or any other file if you're using a different program) and/or make it clearer these are imagepacks instead of ready-to-install brush files.
I'm glad you've stated you didn't create the fonts, and that you're linking straight to DaFont for people to download from there.
On the Pixel Maker, there's a header saying Making Space, but there's not actually enough space to drag the pixel boxes into, so you should make a bit more space for that. I also think there could be more (different sorts of) symbols, and also perhaps several other fonts for the letters?
The premade website layouts you have look alright, although the text on both is too small. I think it'd be good to make it a bit bigger on both layouts. On the rays layout, it's barely readable because of the colours. Try to use a bit more contrast with colours, so text will stand out more from the background and make it more readable. On the underwater layout, I think you should make the italic text the same size as the rest of the text.
As for your tutorials, I didn't understand what you meant by Bubble Outline Text, and I think it'd be nice if you could show the end result on top of your image tutorials so people can see without scrolling down what it is you're going to explain how to make.
The display code tutorial is not actually valid. Textareas are not meant for displaying code. Other html tutorials you have aren't very good either. Please read this.
I'd also recommend taking down the Installing CuteNews tutorial, as it is a script with many security flaws.

Services
So you're using FanUpdate yourself. I don't quite understand why you would want to host people using CuteNews, as it is a very insecure script.
As someone else already suggested, it'd be good to give it it's own form instead of having to paste it into the contact form.

I like that you have a fair amount of text about yourself. Perhaps add a few basics like age/birthday (although you do so in the sidebar) where you are from (country and/or state, I totally understand if you don't want to say your hometown), a bit of info on your family (are your parents together/seperated, do you have siblings?) if you mention them in your blog sometimes.
Other things to include could be hobbies, favourites (tv shows, music, colours, anything and everything (or whatever you want to add) )

Conclusion
Your site looks okay, but could look better with a few adjustments. Make your text-size a bit bigger to make your site easier to read. Go over your content, add stuff where there is little, and remove or change things unlikely to be used by anyone, or things that are out of date or invalid (such as your html tutorials).

I'm truly sorry if this all sounds harsh, but I do hope it's helpful :)
