First Impression
Wow ... bright. Plus celebrity images is against the copyright laws. I've heard of quite a few cases of people being contacted by the original photographer for not getting their permission or even crediting them. For more information check out this. It's something you may want to look into. Your writing style is something I also noticed. Some words capitalized some not, try to be more consistent. I'm not saying you have to have perfect writing all over the place, but if it was more of a constant 'look' it'd be better.
Layout/Overall Design
Already mentioned the use of the celebrity images. The cutting around the images also gets a bit rough in some areas around the hair, may want to work on smoothing the edges a bit more. The background behind the artist does not really go with the image themselves, makes the images seem more slapped on rather than blended in. The site name text is rather hard to read with it beveled like that too.
The text is also bright red, which makes it VERY hard to read anything. The links are also in a much smaller font size and all capitalized, I recommend using the same font/size (without capitalizing it as well) but just changing the color or maybe make it underline. There are other ways to differentiate between text and link.
The navigation is also hard to read, black on dark grey = no. Plus using a smaller font size makes the navigation look squished. In the sidebar under disclaimer, you put "made bye me" instead of "by".

About
If you're going to make a page dedicated to you and your site, make it more apparent. Include just an "About" link in the navigation. Basic stuff is listed here as well, maybe add a bit more information.
Visitor Stuff
Typical stuff here, some of your brushes are cute but with the huge text name over it it makes it hard to see the actual brushes themselves. I suggest making the text for the name of the brush much smaller and not so "in your face" and making the brushes much more noticeable, I'm not going to download a set just so I can look at it better. You also have fonts listed, not by you. Again, copyright infringement. There are sites online that allow you to make your own fonts without the use of a program. I do like your smilies though, very cute!
Tutorials
Same stuff as seen elsewhere, maybe try adding something different. The php skin tutorial can be found all over the internet, you want to offer content that makes people want to come back! Having the same things as another site, won't achieve that very well.
Final Thoughts
Your site is okay and has some great potential. The layout is far too bright with the red text which makes it hard to read. Some of the content you have is great but I think some other content is really bringing your site down. I gave you 2 1/2 because I do feel some of what you have is not bad at all, and that you can improve on quite a bit of it.
