I like the layout~ I'd like it just a bit more if it was a little wider though. You're text is readable but I'd recommend making the text just a bit bigger and with more line height.
According to the Neopets.com terms, you're suppose to insert "(c) 2000-2010 Neopets, Inc. All Rights Reserved. Used With Permission" on all the pages that have Neopets pictures and text. I suggest you do that somewhere on the bottom of your layout. :)

I like your Graphics section~ The only thing is, the blinkies shouldn't have a credit that big... The blinkies are nice but I wouldn't use them because of the credit. :)
Your Tutorials section is all right. I don't like the "HTML Guide" because I've seen the same guide on a lot of sites already. Shouldn't "Making Links" be part of the HTML Guide?
Overall, I think your site is lovely~ The graphics are nice but I think your tutorial section needs a little work.
