Layout: Your site would look much better if your layout was centered and having a footer does not hurt either. Your header is nice. I can see that your sidebar and content are not perfectly aligned. Your links in the sidebar look fairly unattractive. You should consider losing the underline. It makes the links look so basic.

Content:
Owner - This page is well done and organized.
Visitor - I see you have the links listed in alphabetical order which is good. However, you should also list the headers in alphabetical order as well.
Credits - This page should definately be listed in alphabetical order.

Conclusion: Your website is very well organized. You just need to work on your layout a bit more.

So, I think this could be a nice layout if it was worked a little different. I think it could be a cute concept. I don't think it's working like this though. The main image is nice, but it's very difficult to read the title on it. It just doesn't stand out. I also don't understand why the background of the webpage is black. It would look much better white, black doesn't look right, and I feel a pattern would just overwhelm your website.
I'm not a fan of iframes either, but I've found that's what most people on freeservers use. When you can, you should try learning css and try making css based layouts. They are so great! (http://www.tutorialtastic.co.uk/tutorial/create_a_tableless_layout) I also don't understand your blog. You have them in their own separate boxes when they are already in their own big table. And the last blog entry overlaps the next one. I think your navigation might also look better if it was horizontal under your layout image; it would stand out more. :)

Owner - I wish there was more about you here. Maybe your age, what country your from, a little about your family. I like reading about other site owners. I think the contact box would be better if it was at the bottom of this page instead of at the top. Otherwise, everything looks nice. Twilight fan, eh? I just started it, and was impressed that I like it! :)

Visitor -
Layouts - I'm not really sure how you've divided these. CSS layouts and website layouts? Wouldn't they technically all be website layouts? I like the color on the smile layout. You should make a background image for it. :) I think the stripes on the end of the header would look great as a background going all the way down.
Graphics -
Blends - Big Harry Potter fan. These are nicely done, but these images don't really belong to you; they're copyrighted to someone else. The last two images aren't really blends either...
Icons - Same as above. Nice, but the images aren't really yours.
Resources -
Brushes - I like these. I think they are actually nicely made. Maybe make these into actual brushes? Like put them into .jbr and .abr format as well? And it took me a second to realize stamp was just an image pack.
Neopets - I can't say much about this part since I don't play Neopets anymore.

Credits - I think this should be a site page instead. I'd love to know the history of your site, why you chose the name, what other sites you've done. Otherwise, just a pretty basic page. Not much to say other than the way you credit pictures is... insufficient. And whether you intended to or not, you have infringed on the original photographers copyright.

Contact - I think you should make a page about your site and just stick this on there as well.

Overall, your site has a lot of potential. I think with a little more work and practice, you'll improve it by a lot. :) :)

First Impression: It's a clean layout. However, your header takes ages to load which is a minus for me.

You are using a .co.nr domain ending which isn't my favourite thing because on other pages, you are using freewebs. Anyway, did you ever thought of a CMS system for your blog? I think that I'll be better that way. And what about getting hosted? It allows you to have more feature than using freewebs.

Looking at your coding, I can see rightaway that you are using iFrame. It's okay but iFrame's time are over. Did you ever thought of using php includes? Jem's Tutorialtastic page is a good one to start with. It's simple and easy to understand. Now moving on to the rest of your coding.

Your coding scares me. I'm no coding master and I makes heaps of mistakes myself but there are rules with HTML. It's not those stuffs that you can put anywhere. Okay, your head tag is missing. A page should look something like this:

A simple one would look like that and here, you have mis-placed almost everything which I think you need to fix up on.

Also, you need to think of HTML tags like you think of doors to a private room. You need to close whatever you open, at the right place and don't close something twice if it's not opened twice. It's simple ey?

Also, you might want to add your css on a different page which can easily be achieved using this code:

With an external css page, of course. You can read more about it on TutorialTastic as well.

Okay, CONTENT time:

Owner: Enough contents provided here but I would love some more seeing that I like to read long stuffs.

VISITOR:

Css: I spotted quite a few coding mistakes here. You should always end tags that you opened. You are providing something for the visitor and I think that they'd request some more accurate and less sloppy coding than you have now. You can easily do this by validating your coding.

Random Layouts: The layouts that you provided here are pretty but the coding is still sloppy. Again, validating it will do the trick.

Website Layouts: What's the different between this and 'Random Layout'? Can you just merge them together? Again, pretty layout with mis-codings.

Blends: Nice blends but I don't really like the use of celebrities' images.

Icons: Cool icons but again, I don't like the use of celebrities' images. You sure like fantasy movie!

Brushes: I like them. :P They are pretty and definitely something that I will look at when I create a new layout.

Neopets, am I allow to excuse off here? I'm not a big fan of neopets. At all.

CREDITS: Nice to see a credited list of other people's material that you used.

CONTACT: A contact form that visitors can use when in need of contacting, nice.

Overall, I think you have potential yet your coding still scares me. I suggest that you read more tutorial on HTML and CSS for yoursake.I'm sure I will come back to your site one day surprised and see that your site is wayyy better than what it is now. :) Good luck with what's ahead.

P.S: If you find this review a bit offensive, well, I didn't meant to be. I'm just suggesting.

Yes, actually I'm in the process of being hosted at the moment...And as for CMS, I'm not quite sure what it means. xD

The iframe...hrm, yes. Quite a few people have mentioned the iframes. I'd definitely change to php, but freewebs doesn't allow it. Perhaps when I get hosted I'll switch over.

Yah...That was the first thing I learned when I started HTML, but it never seemed to make a difference on what the page looked like so I sort of ignored it. - I've fixed it though.

And yes, I'll definitely add that css link to the homepage...it's on all the other ones, I just never really thought of adding it to the homepage.

Website & Random Layouts - Yes...I was thinking of combining them but I guess I just never got around to it...

Blends & Icons; erm, yah...I'll probably take those down, and I was meaning to but I never got around to that either...guess I'm just a bit lazy sometimes.

Owner; this site is kind of messy, i don't know where to look. The last part about the neopets, is that really relevant? it should be put in its own site, if anything. And it isn't really described, you don't know that it's about neopets before you click.
Basic CSS layout; you should explain what this is. And link the images to the preview, instead of asking to drag them to the url bar.
Look-ups; you should explain what this is. I can't figure it out, even by looking at the previews.
Layouts; these are okay and understandable.
Website and petpage layouts; same with these.
Blends; these are a bit grainy, and again, link the previews.
Icons; these are okay, quite boring. That picture of Esme, isn't that the mother from Gilmore Girls? It isn't Esme from the movie at least.
Brushes; I really like the first set! The flower set is something everyone can make, though.

Grammar; this sentence in the sidemenu doesn't make much sence "a sort of personal site, but also contains also a graphics & resources." It should be something like "a sort of personal site, which also contains graphics and resources."

Overall; your site didn't intrigue me all too much, with more, and more creative and throughout content and a better look, it will be mUch better.

Alright, now let's start with the design. I like the header image, and the overall theme is fine but there are some fine points that really just pop out at you. First off, the background color really doesn't make much sense. Make it a light yellow so it fits, or make your layout wider which brings me to my next point. The width of everything is just too small, which makes it look like there's no content. Either make another sidebar on the left to shorten the one on the right, or just increase the width so it fills most of the window.
I see that you used iframes, and I don't see anything wrong with that but making it the main way to navigate isn't that great. This is just an opinion, and totally okay that you don't want to take too much time to update like adding something to the nav or changing the layout.
I was going to say something about content, but I realized the content link is wrong so fix that up. Also, I don't recommend using Webs for HTML, it doesn't allow PHP (check it out, it's really cool and has features that allows you to update easier), and the storage and bandwidth isn't that great. Try some bigger free web hosts.
The credits page I found pretty cool and useful, nice that you're giving credit and there are some cool sites that you actually linked.
Now the code, you should really google into XHTML. You're missing a lot of heads, didn't end tags properly, ect.
For the layout code, I really wouldn't recommend you using positioning divs. If you want collumns, google some css collumns or something, there are tons that are very useful.

I see that you haven't added much content yet but I like the personality you have in writing on your site so good luck!

Usually, I'd say you should go for something like a dark grey, because the black will smash up the focus. It is not too bad on your layout, but still. I've looked over your content, a little briefly, though. Things look fine (: I hope the quality of your swirl brushes are better than the preview, because this one sucks. The flower brushes preview looks so much better. Maybe it's just the image.. Your graphics look fine, you have a lot of different things with slightly different styles ;D By the way - not all your "blends" can be considered blends, as "blend" is the term used for more images being turned into one, not one image with added effects ;) Your icons are indeed very cute :b

Final words
I feel very bad for you, because the main content of yours is illegal, and you know it now. The whole point of your site is really ruined :/ I don't think there's anything you can do, unless you know a lot of celebrity photographers xD
Keep up the good work, and hold your head high - I'm sure you'll find another way to run your site, if that's what you want.

The text don't fit. I know putting text on icons is hard, so my suggestion would be to make it a lot smaller. Fonts like Georgia go well on icons. You can't use fonts that are too big/funky/complicated, since icons are only 100x100, so the text becomes too dominant. :)

Site:
First of all, you can remove the 'Past layouts' section, and change 'About the site/Past layout' to just 'About the site', since you don't show the past layouts xD
Otherwise this section looks good :)
The info page about yourself isn't that informative but it has all the usual basic information, and that's really all you need since it's not a personal site.
I also like your site name.

Overall:
Your graphics could really use some work.
My suggestion is to read some tutorials and improve your skills, since after all it is a graphics/resource site, so that's basically all that counts.

I've noticed something about your link rollovers. The visited links change color. That's a nono. I suggest keeping it all the same for the 'link & visited', especially since the visited link looks like a smaller version of your header.

Just to let people know someday they will be coming eventually. But I took your advice and removed that link. Take off the brushes eh? Nah...I'll leave them there. x)

Music codes *poof* are gone. Some people actually do use them despite what you think...

Yes, I should say so. But for me they don't change colours when visited, so ...I'll look into it.

And what about my affiliate section? You just said it looked like "this".

I think your layouts are basic and sort of hurtful to the eyes. It's too bright and too busy. Also, I are your minimal layouts only for freewebs or for any regular site?

BLENDS

your blends are very nice, however I don't think they should be based just on Emma Watson/Hermoine, you should provide blends of other celebrities to have a variety. I know on your welcome tidbit on your sidebar says you provide graphics of Harry Potter & Narnia, but it also says you do movie-related graphics so you should have layouts, blends, etc of other characters from different movies.

BRUSHES

they're ok. but i especially like the twirl brushes. I might use them one day :)

ICONS

your icons are also ok, but they could have a little "pizazz" to it. for instance, you can use more textures/or photoshop coloring (selective coloring/hue saturation)

BASIC CSS

yes they are basic lol, but they're very good.

Although I didn't think my colour scheme was too bad; that's just my opinion though.

Minimal Layouts Comment; I never thought of whether they were for other sites. I guess I just made the assumption that most people use Freewebs...

These look really good! I hate how people just blend two pictures...add their site credit and add it to the site.. you acually add more to it and don't make it ugly. Which i love. I have seen soooo many sites who just blend two pictures...add their site credit and add it to the site.. which to me loooks TERRIBLE! And yet they think they still look good! xD

Icons:
Your icons could use a little more...like a texture or something. But other wise they are cute!

Music Codes:

Uhhh...personally pick newer songs...I would NEVER use any of those music codes :/

Brushes:
Your brushes are ok...maybe add more to them to make them look in better quailty.

Website Tip
I have noticed how you don't update your site often :/ But you are almost always on. You really need to not talk as much and make more graphics. When people come to your site they only want the thing they are looking for. And if you don't have a wide variaty for them to choose from they are just going to leave. So you should really consider adding more and posting more cutenews about what you have added.

Overall:

I think you have a really decent site. That needs a few improvements but not many. Good luck with your site Lily Anne!
