I must say the first thing I spot during the time my eyes try to adjust is the little blob (whatever they call them - I forget) hugging the Fire Fox icon. I do think that is the cutest little thing I have seen yet! It's even better once you see the blob pushing away the Internet Explorer icon. I am glad you linked the creator back. I must go looking for that & see if I could 'adopt' it. It is one of those things that make you smile.
I wish that there was more about your and your web history. I know writing that up is hard. However to know the background of the webmaster can go a long way in some peoples eyes. It shows you care about your site.
Some of your linked images have a border around them. I do not know if you meant for it to be that way or not. However a bit of CSS can fix that right up.
img { border: 0;}On Internet Explorer your iFrame background is white - not transparent or anything. It actually looks better in Fire Fox which is a bit odd for iFrames. Or so I have noticed.
You should also make sure the php tutorials you offer are secure. For what I understand .inc files are hackable & should no longer be used for includes & whatnot. If you have any questions about them there are many php sites out there.

Layout: It seems very well designed, but a bit too childish for me. Most layout designs, these days are "creative" and take a lot of effort, but they look professional. Also colour schemes is something you have to work on.

2. Why are the link, and the category drown down in that fashion. This makes the coding and your website seem obsolete. I know that you are a beginner, but you should be learning codes that are modern in the web community.

Headers: I like them.
Content: You have alot, and that is good. I see a variety of resources avaliable. It is a shame that your layout is so ugly, because your content is great.
Visitor:
Backgrounds: Great, and usableHeaders: There is nothing there, even if you are "getting them there", don't make a possible page to visit. Take it off your webiste, until you have it all updated.
Favicons and Bullets: There good, and handmade.
Avatars/Downloads: Don't know much about them so I won't comment.
Tutorials: I can't really comment on the way they are written, due to the fact that there are not that many tutorials to form an opinon on.
Making A Website: I guess this is alright, as you are advertising to beginners. However I don't think anyone would take this seriously, because of your layout and coding skills.
Make Ipod: Not up there. Take link off
Tote: Don't know what it is.Pixels: Don't know anything about them.
Site: Great you give a history of the site. I like that, because I can read more about how this website came to be. However, I have a problem with the plugboard. You aren't doing a great job advertsing other people's webiste. I mean I had to click a while, until I got to them. If I was linking you, then I would put you last or something. Bottom Line: Put them somewhere people can see, easily. This way you get more hits.
In the End: You have great resources and potiental. You just need to brush up on your graphic abilities and you will be fine.

First thing I noticed once your site is fully loaded: an iFrame. Eugh. iFrames are so incredibly outdated, and have never been a good design technique. There are virtually no advantages and a ton of disadvantages to using them.
I also noticed that your hosting your images on Photobucket. Why? I've never understood why people do this. I can't be to save bandwidth, because if your images are so big that you need to host them elsewhere to conserve bandwidth, then you should really consider using smaller images.
I'm not a big fan of that JavaScript menu either. I don't get any visual feedback when I hover over "Visitor", "Pixels", "Site" and "Links". Obviously a fairly web-savvy person will know they're supposed to click there, but the average browser may not. Many people won't see the cursor point to a hand and will assume they can't click there. To begin with, even I didn't notice that clickable heart with a question mark in it below the menu. However, the collapsible menu does keep everything a little organised. :)
Having a look at your content, and the images in the "Sozai" section are really quite nice and cute. :) Some of your avatars are using copyrighted images (the animé ones, I'm not sure about the others), which as many others will say is not a good move. Also, something that has already been said, you should never offer downloads of things that aren't yours (i.e, fonts).
As for your tutorials, they aren't great. Being an avid PHP coder, I made a bee-line straight for your PHP tutorial. Slightly underwhelming. I get the impression that you're not even entirely sure what PHP and how it should be used. Your "Text coding" tutorials include a lot of severely deprecated code which isn't valid in XHTML. Same can be said for the majority of your tutorials - outdated code and outdated design techniques (tables).
The hit-counter and the IE/Firefox animation just seems tacked on at the last minute up in that corner, as cute as it may be. :P
It's an alright start, but there's definitely room for A LOT of improvement. However, I'm assuming here that you're quite new to creating websites, so don't worry too much, we've all been there! Just take some time to read up on W3C standard XHTML and CSS, as well as visitor accessibility. Keep it up. :)

The layout is very cute, but like most others that have commented -- I don't like the inline frames. Depending on the browser, they don't always work as well as you'd like.
I love the collapsible menu -- it's adorable! The freebies you offer are also cute. It's kind of a theme :-P
The pages that offer coding help like "text coding" you really shouldn't use the textarea box for that. It's a more appropriate to use .
I like the addition of recipes -- it's an unique touch you don't see often.
There are few spelling errors -- make sure you double check that.

Oh, and unsurprisingly, your buttons and favicons are also cute. :D
Your anime avatars use copyright images, which is not cool. I'm not sure about the rest of them, they could be stock images, but if they are not, I suggest you ditch them, and make new ones using stock images that are designed to be redistributed.
Your emoticons are cute. You SHOULD NOT be redistributing fonts or games that you did not create.
Your printables are cute and original, but you shouldn't have a link for the section that does not exist yet! I enjoyed your recipe section (cooking/baking is one of my favourite activities), and your pet section was also original!
Some of your tutorials are relatively useless I'm afraid. :( For example, anyone who knows how to make a website knows how to bold something. And anyone who knows how to make a proper website, knows that strong is the tag that is correct.
Pixels are cute and... pixelly. ;)
Once more, with Site History, don't link to a page that has nothing on it. It's a waste of the visitor's time. Also, a page about your site is kind of important, you should finish this one quickly!
Affiliates could be put in the link section. The Link section is extensive and organized, which is nice.
I barely noticed the little heart with the question mark, which leads home and to other stuff. Make an actual home button please, and label this section properly so it is not overlooked! Also, I find it funny that you have an extensive section about copyright, when you use copyrighted anime images in your graphics. ;)
Your coding needs a lot of work, starting with the elimination of Iframes. You have a minimum of 63 errors on any given page.
Overall, it's a nice beginner site, but still could use with a lot more work.

I completely forgot that i have some parts which i hadn't updated... the history should be there though... maybe the page isn't refreshed?
Yeah i know iframes are crap but for some reason i decided not to use the php include... cant remember why. But there is only one so it doesn't bother me.
I didnt really want the "title" to stand out.
And yeah the copyright images and blah, i have this on my site just incase: "owners with copyrights of images or downloads not made by me have the right to ask me to remove them".

My first impression is that it's a giant blue fairy and an inline frame and, for some reason, I don't like those things. Actually it reminds me a bit of Neopets, do you play that game? I have sensitive eyes and so the blue on light blue isn't enough contrast and the font is small - I know it looks pretty color-wise but your readers might be not-20-years-old and thus have a hard time reading it.
Aww, you make things, I make things, so kudos for that! It's a super good move to post tutorials on your site but people like photos with text more than illustrations (again tiny font). It will bring in more visitors if you have step-by-step photos - once that's done I strongly suggest submitting it to various tutorial collection blogs/sites because they'll really bump traffic up.
Visitor It drops down and is hard to read but I love recipes, I post them myself and feel uncool but I really love them. It's a sweet, personal thing to share. The photos are very very very small though.
Pixels I was a pixeling machine back in the day so I love pixels, but a pet peeve is the "rules" section so I just left.
Site A lot of this is blank or under construction/revision. I think there should be a lot more here!
Links Do you really need a Plugboard and a Button Wall in two separate parts of your site? It seems like a lot of your content is links-related.
Conclusions
My conclusion is three stars because the site needs some love. The layout is rough going (even if it's not my personal taste it's hard to navigate) and there's not a lot of meat to the content. Tutorials are a great idea but all of your content needs a larger font and more room to breathe. I suggest adding a lot more personal content (an About page for starters), ditching the iFrame, and revising the color scheme and layout to be more user-friendly. I wish you all the best though and hope you stick with it!

Yeah that was a very quick tut, i actually made it quickly for a forum and decided to put on my site too... i have another one in the making with actual photos.
What size screen are people using that the text looks so small, its fine on my comp. Or alt and that rolling thing on the mouse makes it larger.
I dont really want people knowing too much about me... people like to stalk me. for real. So no major "about" page sorry -.-

lol for some reason i hate when back buttons are at the bottom... i prefer for them to be at the top when i browse peoples sites. so when you go back a couple of times you don't need to scroll down... im laaazzzy.
My headers wont show? the show fine when i use firefox on windows...? i dont know what happened there.

I tried switching to wordpress but the host for some reason doesn't support images i upload... (like for headers, lines, icons and blah) anyone know why?? maybe i should ask her why that is.
Yeah i was thinking about just making a blog next time, make it look quite normal and boring ^___~
